Additional Conditions

ANNEX 1 - MANDATORY CONDITIONS

Mandatory conditions where licence authorises supply of alcohol

(1)              No supply of alcohol may be made under the premises licence -

(a)              at a time when there is no designated premises supervisor in respect of the premises licence, or

(b)              at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

(2)              Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.
Police Conditions

1              The operator shall ensure that in order to secure the integrity of the licensing objectives namely the prevention of crime and disorder, public safety and the prevention of public nuisance; the operator maintains a link and actively supports the provision of the Northampton Pubwatch scheme, its policies and guidelines.

2              The operator of a premise, designated premise supervisor or duty manager shall maintain a register indicating the name of person in charge of the management of the premise, numbers of staff, performers and door supervisors, including names & SIA License numbers of door supervisors, who are present when the public are present. Further the register will contain detail regarding any incident relevant to the four licensing objectives. This register shall be produced immediately on the request of an authorised officer.

3              The operator in order to secure the integrity of the licensing objective the prevention of crime & disorder shall ensure that bottles, glasses and other open containers are not taken from the premise unless the practise is specifically authorised by the premise license.

4              At peak time and critical times, that is when the licensing objectives namely the prevention of crime & disorder and public safety is or is likely to be compromised, the capacity limit is maintained so as to be conducive to the keeping of good order on the premise.

5              To co-operate fully with any agency to ensure that the promotion of the four licensing objectives is actively supported by the use of crime prevention notices and similar.

6              Sales promotions or discounting of alcoholic drinks can be instrumental to creating the circumstances whereby the promotion of the four licensing objectives is disregarded. Therefore, the operators of premises that promote such practice have an added positive responsibility to monitor incidents relevant to the licensing objectives and introduce control measures as necessary to prevent offences of drunkenness and disorder being occasioned.

7              To prevent incidents of crime and disorder an expectation prevails that the operators of premises and their staff will at all reasonable times co-operate fully with the Police and other enforcement agencies and take steps to ensure that members of their staff understand the importance of the responsibility they hold.


1              Entry to the premises for members and guests will be supervised at all times from the bar reception area as persons enter the premises.

2              After 23.00 hours entry to the premises will be restricted to members only.

3              After 23.00 hours the outer door to the premises shall remain locked, and entry by members thereafter will be by buzzer entry through the outer door and then through the inner doors on production of their membership card. The outer door will be monitored by CCTV, which will be operable. A recording must be made until the premises cease to be open to the public. This CCTV must conform to the provisions of the Data Protection Act 1988 and must meet the reasonable requirements of the Licensing Authority and the Police.

4              Any member shall be entitled to introduce 3 guests to the Club provided that no person whose application for membership has been declined or who has been expelled from the club shall be introduced as a guest. The member introducing a guest shall enter the name and address of the guest, together with his own name in the book that shall be kept for that purpose in the club.
Justice On Licence Conditions

No intoxicating liquor shall be sold or supplied otherwise than to :

*A member of the club who has been a member for at least two days or whose nominaiton or application for membership was made at least two days before their admission.
*A bona fide guest of a member
*Members of visiting teams and their supporters and officials attending the premises for competitions.
*Persons attending a function as defined by the rules of the club.

This licence is granted on the condition that the restrictions contained within the enactments specified under the Licensing Act 2003 Schedule 8 (13 & 18) and current club rules as adopted by the Committee are adhered to.
Licensing Objectives

Below are the additional steps that you have agreed to undertake to promote the four Licensing Objectives and which form a part of the operating schedule for these premises: -

General -
Adhere to all the current legislation affecting this operation, and train staff on an ongoing basis to the standards required.
The style and operation of the premises will not change during the extended hours. Observe all conditions on exciting licence(s) as varied by this licence.
The club will operate under its club rules.

The prevention of crime and disorder -
CCTV system will operate during hours of trading.
All members of the club to have a card with clear identification, including date of birth, the details to be retained in club's systems.
Controlled access at the door to ensure only members and guests are admitted.
Carry out risk assessments relating to the prevention of crime and disorder, the banking of monies taken and continue to liaise regularly with the police.
External area to be included within the risk assessment currently carried out for the unit and any additional measures considered necessary will be implemented.
The external area is secure with access only being possible from inside of the club.

Public safety -
Carry out full risk assessments in respect of fire safety, health and safety, and continue to upgrade these assessments on a twice yearly basis. Premises goes through an audit process on a regular basis to check the validity of the assessments.

The prevention of public nuisance -
The club is committed to being an asset to the local community, and as such will regularly assess the operations impact on neighbours and the locality, including any external areas.

The protection of children from harm -
Junior membership for persons under 18. The membership card is a different colour from others but management staff are usually aware of their identity, but can easily check them. They are kept away from the part of the bar that serves alcohol and are restricted usually to the snooker and pool area.
No unaccompanied children are allowed in the premises after 7.00pm.
