Licence Conditions
1) A comprehensive risk assessment and stadium plan for all designated sporting events will be retained in the match day operations command centre. This plan will be made available to an officer from a responsible authority on reasonable request.
2) Prior to holding major events on the premises, Sixfields Stadium shall agree an event plan where possible this will be 3 months’ notice. This plan will contain a comprehensive risk assessment and stadium plan which will be retained in the match day operations command centre. This plan will be made available to an officer from a responsible authority on reasonable request.
Fan Zones
3) When in operation and conducting licensable activities, the Home & Away “Fan Zones” in the North & South stand will have an allocated personal licence holder present on the stadium site at all times. This person must be readily contactable and be accessible to officers from a responsible authority at all times while licensable activities are taking place.
4) At all times when in operation, the “Fan Zone” areas must be clearly marked and secured by robust fencing.
5) The capacity limit of each “Fan Zone” must be detailed in a comprehensive risk assessment and stadium plan that will be retained in the match day operations command centre.
CCTV
6) A fully working and maintained CCTV system will be installed at the site. This will be in accordance with an Operational Requirement Assessment made in consultation with Northamptonshire Police. The system will as a minimum cover all public entry/exit points to licensable areas. Where fixed structural CCTV coverage is not available, body worn cameras to be worn by SIA registered staff working in those licensable areas. All CCTV data will be kept for at least 31 days following any licensable activity either at Sixfields stadium or at a third party security supplier.
7) A person conversant in the operation and downloading of the CCTV system must be present and on duty at the stadium at all times when it is open to the public.
8) Recordings will be made available to an officer from a responsible authority following a reasonable request.
9) Notices advising that CCTV is installed on the premises will be displayed so that they are clearly visible to the public in all areas that are covered by CCTV.
SIA & Stewarding
10) All security and stewarding staff must sign in on a register prior to their commencement of work for every event including designated sporting fixtures. This register must include as a minimum the person’s name, role and allocated area of work for the day. Where the individual holds an SIA licence, their licence number must also be included on the register. This register must be fully maintained and retained in the match day operations command centre. This register will be made available to an officer from a responsible authority on reasonable request. The head of security and the sixfields stadium duty manager will ensure that a senior supervisor is positioned adjacent toeh performance stage for the entire duration of any live entertainment with the power to require the performer(s) stop their performance forthwith. The performer or their representative shall be briefed on this requirement prior to the performance.
ID Policy
11) The stadium will operate a proof of age verification scheme. All staff involved in the retail of age restricted products will be fully trained in this scheme and will sign a training record to confirm this has been received and understood. Refresher training will be delivered no longer than every six months and a training register will be kept and maintain. This register will be made available to an officer from a responsible authority on reasonable request.
12) Signs advertising the proof of age scheme must be displayed in all areas where alcohol is exposed for retail.
Drugs Policy
13) The Stadium will have a written and documented Drugs Policy that has been agreed between the management and Northamptonshire Police. This document will be made available to an officer from a responsible authority on reasonable request.
Bottles & Glasses
14) For events that do not carry a degree of risk, glassware is provided but only in hospitality areas and never outside. We discourage any consumption from glass bottles and where they are used, they are retained or disposed of within the premises.
No customers are admitted or permitted to leave the hospitality areas when carrying open or sealed bottles or glasses.
For outdoor bar units plastic cups are used to minimize any potential risk from possible broken glass. For hospitality areas located within the main public concert areas then glass receptacles are not permitted.
Persons entering the large concert areas will not be permitted to bring any glass in to that area and a stop and search procedure is operated in that area.
Persons shall be prevented from leaving the premises with alcohol supplied in open containers.
Lighting
15) In the absence of adequate daylight we ensure that lighting in any area is accessible to the public and fully operational. Floodlights cover the main internal areas of the event arena and car parking facilities. If there is concern about safety i.e. the event runs in to the hours of darkness then additional lighting will be bought in to make sure that people can move around the venue safely and return to their vehicle. Any fire safety signs will be adequately illuminated and that where applicable emergency lighting is checked before admission to the public.
Traffic Management
16) Due to the size and design of the venue Sixfields Stadium will prepare and implement a comprehensive traffic management plan that addresses the following when the expected attendance for a licensable activity exceeds 10,000:
•Access, egress and parking of public vehicles to the site
•Use and management of public transport , including taxis and coaches
•Pedestrian access and egress
•Emergency access route, both on and off site (blue route)
•All road closures / temporary traffic lights / signage / etc.
•Footpath and bridle path closures
•Stewarding and Marshalling arrangements
•Arrangements for the management of vehicles such as visitors, artists, staff, local residents
•Contingency arrangements e.g. breakdowns
The contents of the Traffic Management Plan shall be agreed with the Police prior to the event and any changes to the plan made following it's submission to the Police shall be agreed with them.
Marquee Areas
17) With the exception of the supply of alcohol or provision of late night refreshment, any licensable activity carried on inside a marquee or similar structure shall terminate by or before midnight.
Access of Children to areas licensed for the sale of alcohol at Non Sports Events
18) We will require that children under the age of 16 are accompanied by adults. Unaccompanied children under the age of 16 will not be allowed in the following areas - Carrs Bar, The 1897 restaurant, The players lounge (excluding pre-booked functions).
Under no circumstances will children have access to any adult entertainment on site. Where there is any doubt, proof of age will be required for such entertainment.
