Conditions as Agreed with Police & Environmental Health
1. When alcohol is sold at an event the following conditions shall apply to all bars, both for the public and in any hospitality areas:
a) Bars will be closed at least 30 minutes before the event finish time.
b) Bars will not be permitted to run price promotions, happy hours or other promotions designed to encourage excessive drinking.
2. Substantial food and non-intoxicating beverages, including free drinking water, shall be available on any day the premises are open in all parts of the premises where alcohol is sold or supplied for consumption on the premises.
3. A Challenge 21 proof of age scheme shall be operated at the premises.
4. Members of the public attending any event shall not bring any alcohol into the event.
5. Any sales of alcohol for consumption off the premises shall be sold in sealed containers and ancillary to take away food.
6. Any staff engaged outside the entrance to the premises, or supervising or controlling queues or traffic, shall wear high visibility jackets or vests.
7. The licence holder shall ensure that any queue to enter the premises which forms outside the premises is orderly and supervised by staff so as to ensure that there is no public nuisance or obstruction to the public highway.
8. Patrons shall be encouraged not to congregate outside the premises after the event has finished.
9. An incident log shall be kept at the premises, and made available on request to an authorised officer of the Council or the Police. It must be completed within 24 hours of the incident and will record the following:
(a) All crimes reported to the venue
(b) All ejections of patrons
(c) Any complaints received concerning crime and disorder
(d) Any incidents of disorder
(e) all seizures of drugs or offensive weapons
(g) Any refusal of the sale of alcohol
(h) Any visit by a relevant authority or emergency service
10. The premises will have a recordable means of monitoring and controlling its capacity.
11. There shall be adequate means of control to ensure that only permitted numbers of persons gain access to the event site.
12. A communication system must be provided to ensure the effective operation of the site under both normal and emergency evacuation conditions. The Licensee must provide an adequate incident control centre and a rendezvous point for the Police and other emergency services.
13. Emergency exits and entrances to the event area must be kept clear at all times and must be provided with clearly visible signage.
14. Adequate parking shall be provided within the confines of Old Scouts Rugby Club for persons attending events.
15. Where necessary sufficient numbers of stewards/marshals/Security Industry Authority registered door staff shall be employed as required by a risk assessment conducted by the DPS.
16. Sufficient staff shall remain on site once an event has finished to ensure that patrons leave the premises safely.
17. Between the hours of 19:00 to 23:00 subjective noise monitoring at the boundary of the licensable area (nearest to the noise sensitive property on Tanfield Lane) should be undertaken on a frequent basis or when a noise complaint is made direct to the event organiser and recorded in the site log book with any corrective actions undertaken to address any noise issue.
18. Upon reasonable request from an authorised Officer of the Environmental Health or Licencing Enforcement Service, the event organiser shall reduce the overall background noise level to an agreed acceptable level upon receipt of a valid noise nuisance complaint being made to the Council.
19. No alteration or modification to any existing sound system(s) should be effected without prior knowledge of an authorised Officer of the Environmental Health Service.
20. No background music must be played past 23:00 hrs.
21. A direct telephone number for the manager at the premises shall be publicly available at all times the premises is open. This telephone number is to be made available to residents and businesses in the vicinity.
22. Notices shall be prominently displayed strategically throughout the event field and exit(s) requesting patrons to respect the needs of local residents and businesses and leave the area quietly.
23. There shall be no admittance or re-admittance to the premises after (23.00) except for patrons permitted to temporarily leave the premises to smoke.
24. No waste or recyclable materials, including bottles, shall be moved, removed from or placed in waste areas between (23.00) hours and (08.00) hours on the following day.
25. No deliveries to the premises shall take place between (23.00) and (08.00) on the following day.
26. During the hours of operation of the premises, the licence holder shall ensure sufficient measures are in place to remove and prevent litter or waste arising or accumulating from customers in the area immediately outside the premises, and that this area shall be swept and or washed, and litter and sweepings collected and stored in accordance with the approved refuse storage arrangements by close of business.
