Additional Conditions
A fully working and maintained system of CCTV must be installed capable of recording and storing images. The system must record at all times the premises is open to the public. Images must be stored for 28 days with date and time stamp print. The system must cover the entry and exit point and the retail areas. All recordings must be made available to an officer from a responsible authority on reasonable request in line with the provisions of the Data Protection Act.
Spirits must be displayed behind the sales point and not be available by self-service. Alcohol must only be sold in sealed containers.
Risk assessments required under separate legislation will be maintained
Challenge 25 will operate as the minimum standard and a notice displayed at the entrance and point of sale/service. All staff involved in the sale of alcohol must be trained and a signed record maintained accompanied by the syllabus. Records must be available for inspection on reasonable request of an Officer from a responsible authority. Refusals must be recorded and the record available for inspection.
Conditions attached following the review of premises licence hearing - 6th March 2019
No sale of alcohol is to be made by any person who does not hold a current, valid personal licence issued under the Licensing Act 2003.
An incident log is to be kept at the premises recording the following information:
Any refusals of sales of alcohol or other age restricted products to persons who are underage including the date and time of the refusal, the name of the person who refused the sale, the number of their personal licence and the issuing authority.
Any incidents of crime or disorder at the premises.
The start time and end time of duty of all members of staff on each day, including any times during which they leave the premises for the purpose of performing their duties.
Breaks taken by staff during which they leave the premises for any period of time, however short.
Visits to the premises by any tradespersons including the name of the person attending, the company or other employer for which they work, the address of the employer and the reason for their visit.
The information referred to in the following conditions.
No person who is not employed at the premises is to be allowed to enter the area behind the counter at any time. Only tradespersons with a legitimate need to enter the area behind the till may enter that area and the reasons for their doing so must be recorded in the incident log.
All staff employed at the premises shall receive refresher training in relation to the sale of alcohol and other age restricted products at least every 12 months. The training is to be provided by a competent training organisation. Records of the date and time of training and the persons trained are to be included in the incident log. A copy of the training materials used is to be retained for at least 12 months.
All personal licence holders are to produce their licences to officers of responsible authorities on request. The premises licence holder is to retain a copy of the personal licence of all persons whilst employed at the premises.
A record of staff members must be kept and maintained. This record must include names, dates of birth, home addresses and current copies of valid documentation demonstrating the right to work of the individual with photographic id are to be retained. This record must be kept on the premises at all times. Employees’ details must be retained for a period of no less than six months after their employment has ceased. The records must be made available to an officer from a responsible authority including an immigration officer on demand. Further checks are to be made every 12 months in relation to each employee. The validity of any document produced by an employee must be checked with the Home Office prior to them commencing employment.’
