Conditions as per Operating Schedule and Agreed Police Conditions
The premises shall install and maintain a comprehensive CCTV system. All entry and exit points will be covered enabling frontal identification of every person entering in any light condition. The CCTV system shall continually record whilst the premises is open for licensable activities and during all times when customers remain on the premises. All recordings shall be stored for a minimum period of 31 days with date and time stamping. Viewing of recordings shall be made available immediately upon the request of a Responsible Authority officer throughout the entire 31 day period.
A staff member from the premises who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises is open. This staff member must be able to provide a Responsible Authority officer copies of recent CCTV images or data 24hrs when requested, in line with current Data Protection legislation.
It will be ensured that the UK wholesalers that the premises buy alcohol from have been approved by HMRC under the Alcohol Wholesaler Registration Scheme
(AWRS). . Wholesalers Unique Registration Number (URN) will be checked against the HMRC online database on regular basis.
The delivery of alcohol will be made only to a residential or business address and the customer to be clearly resident inside the building. The delivery of alcohol will
not be made or completed to a person in a public place (for example a street corner, park or bus stop).
An incident log shall be kept at the premises, and made available on request to a Responsible Authority officer. It must be completed within 24 hours of the incident and will record the following:
all crimes reported to the venue;
any ejections of patrons;
any complaints received concerning crime and disorder;
any incidents of disorder;
any faults in the CCTV system
any refusal of the sale of alcohol; and
any visit by a relevant authority or emergency service.
Prior to undertaking any work at the Premises, paid or unpaid, the Premises Licence Holder shall undertake a right to work check on any prospective employee to make sure that he or she has the right to work in the UK. The Premises Licence Holder will record this check in the Premises’ Right to Work register a copy of which shall be kept at the Premises and made available for inspection by a Responsible Authority officer on request. It shall record the following:
The name of the employee
The date of birth of the employee
A copy of the employee’s photographic ID document proving his or her right to work in the UK
The date upon which the employee’s status is to be reviewed and his or her right to work in the UK re-confirmed.
Prior to undertaking any work at the Premises, paid or unpaid, the Premises Licence Holder shall ensure that any prospective employee is trained in the following:
The Licensing Act 2003 and the Licensing Objectives
The Conditions of this Premises Licence
Underage sales of alcohol and tobacco and the Premises’ Challenge 25 policy
Proxy sales and sales of alcohol to persons who are drunk
Identifying non-duty paid products
Employee training shall be repeated every six (6) months and must take place at least twice in every calendar year.
The Premises Licence Holder shall record all employee training in the Premises’ Employee Training Register a copy of which shall be kept at the Premises and made available for inspection by a Responsible Authority officer on request.
From midnight to when the premises closes, there shall be a personal licence holder on duty on the premises at all times when the premises are open for Licensable Activities.
All sales of alcohol for consumption off the premises shall be in sealed containers only, and shall not be consumed on the premises.
The Premise will have adequate safety and firefighting equipment and such equipment will be maintained in good operating order.
Adequate and appropriate first aid equipment shall be available on the premises.
Suitable Fire Risk Assessment will be conducted at the premises and the necessary control measures will be implemented.
All staff will be trained on safety, evacuation and use emergency equipment.
Staff will be trained to know directions to local bus stops main local bus routes.
Fire exits will be operable, maintained and unobstructed.
Notice will also be on display detailing actions which need to be taken in the event of fire.
The Premises Licence Holder shall ensure that customer areas are well lit and kept free from obstruction at all times when the Premises is open to members of the public.
Clear and legible notices requesting customers leave quietly will be prominently
displayed.
Alcohol will not be supplied to any person who appears to be drunk.
Delivery drivers will be given instructions to use their vehicles in a responsible manner so as not to cause a nuisance to any residents or generally outside the licenced premises; not to leave engines running when the vehicles are parked; and not to obstruct the highway. The licence holder will positively encourage delivery drivers to use quieter vehicles that are less likely to cause a nuisance such as bicycles.
All rubbish bags will be placed outside for collection no earlier than 30 minutes before collection time.
The area in front of the premises will be swept, free of litter that during the hours of operation.
Management will keep a record of any complaints, incidents or other matters that have caused disturbance to neighbours or the local community, including any complaints relating to the external area.
A Challenge 25 proof of age scheme shall be operated at the premises where the only acceptable forms of identification are recognised photographic identification cards, such as a driving licence, passport or proof of age card with the PASS Hologram.
The Premises Licence Holder will prominently display signage at the entrance to the Premises and at point of sale advising customers of the Challenge 25 proof of age scheme in operation at the Premises.
The Premises Licence Holder will prominently display signage at the entrance to the Premises and at point of sale advising that it is illegal to purchase alcohol on behalf of persons under the age of 18.
The premises licence holder will ensure that anyone utilised by them for the role of delivering alcohol orders ensures that the alcohol is delivered to the client who ordered the alcohol, or ensures that any ‘safe place’ as designated by the client where the delivery can be left must be in an area not visible to the general public and not where any minor can access the delivery.
Upon the delivery of alcohol, if the person taking delivery of the alcohol appears to be under the age of 25, they will be asked for the following identification to prove
they are over the age of 18.
An effective methodology will be in place at all points of sale to ensure staff undertake appropriate age checks on potential sales of alcohol (and any other age restricted product).
There shall be no self-service of spirits on the Premises
