Conditions as per Operating Schedule & as per Agreement with Police & Env. Health
The four licensing objectives will be promoted systematically via documented policies and training and records. There will also be vigilance to ensure the requirements are being met (encouraged and maintained via training of staff as well as signage). These policies and records, where required, will be made available to officers of responsible authorities. We will cooperate with and seek the input of relevant authorities to make sure we are managing things appropriately.
Police Conditions
1. A fully working and maintained CCTV system capable of recording and storing images must be installed on the premises. The system must record at all times whilst the premises are open to the public and images must be stored for a minimum of 28 days with date & time stamping. As a minimum this must cover all entry and exit points, both sides of all areas where the sale/supply of alcohol takes place.
2. A person conversant with the retrieval and down loading of CCTV footage must be present on the premises at all times whilst they are open. This staff member will be available to assist initial attending officers to view incidents in order to conduct an initial investigation.
3. All recordings must be made available to an officer from a responsible authority upon reasonable request and in line with the provisions of the current Data Protection Legislation.
4. Any SIA licensed door supervisors the venue may require will be calculated via a risk assessment conducted by the Designated Premises Supervisor.
5. There shall be no sales of alcohol for consumption off the premises after 23.00hrs.
6. The licence holder shall ensure that any queue to enter the premises which forms outside the premises is orderly and supervised by staff so as to ensure that there is no public nuisance or obstruction to the public highway and is covered by the venue’s CCTV system.
7. No glass will be removed from the premises and taken outside of the Licensable Area.
8. The premises will have a documented drugs policy which has been agreed between the management and Northamptonshire Police. This document will be retained upon the premises and made available to an officer from a responsible authority for inspection upon reasonable request.
9. An incident log shall be kept at the premises, and made available on request to an authorised officer of the Council or the Police. It must be completed within 24 hours of the incident and will record the following:
(a) All crimes reported to the venue
(b) All ejections of patrons
(c) Any complaints received concerning crime and disorder
(d) Any incidents of disorder (e) all seizures of drugs or offensive weapons (f) any faults in the CCTV system, searching equipment or scanning equipment
(g) Any refusal of the sale of alcohol
(h) Any visit by a relevant authority or emergency service
10. All staff involved in the retail of alcohol will be trained in relation to the law regarding its sale. This training must be completed prior to them being authorised to sell alcohol and refreshed every 12 months as a minimum. A record of this training must be kept and maintained with a copy of the syllabus attached. The recipient of the training must sign to state that they have received and understood the training and this should be dated. Training records must be kept on the premises at all times and made available to an officer from a responsible authority upon reasonable request.
11. The premises will have a means of monitoring and controlling its capacity during peak times, (clickers, head count etc).
12. Food and non-intoxicating beverages, including drinking water, shall be available in all parts of the premises where alcohol is sold or supplied for consumption on the premises.
13. The last entry time for these premises will be 30 minutes before closing.
14. All sales of alcohol for consumption off the premises shall be in sealed containers only, and shall not be consumed on the premises.
15. The premises will have a dispersal plan in place which involves staff/door staff encouraging and monitoring the safe and peaceful exit of customers from the venue and the immediate area outside.
16. Signs will be displayed at the exit points of the venue requesting that customers respect local residents by leaving and dispersing from the premises and immediate area quietly.
17. A Challenge 25 proof of age scheme shall be operated at the premises where the only acceptable forms of identification are recognised photographic identification cards, such as a driving licence, passport or proof of age card with the PASS Hologram.
18. No children under the age of 18 will be allowed to enter or remain on the premises after 21.00 unless for they are attending a pre-booked private function or they are under the supervision of a person age no less than 21-years-old or who are seated consuming a substantial meal.
19. Prior to undertaking any work at the Premises, paid or unpaid, the Premises Licence Holder shall undertake a right to work check on any prospective employee to make sure that he or she has the right to work in the UK. The Premises Licence Holder will record this check in the Premises’ Right to Work register a copy of which shall be kept at the Premises and made available for inspection by a Responsible Authority officer on request. It shall record the following:
· The name of the employee
· The date of birth of the employee
· A copy of the employee’s photographic ID document proving his or her right to work in the UK
· The date upon which the employee’s status is to be reviewed and his or her right to work in the UK re-confirmed.
Environmental Health Conditions
20. No noise generated on the premises, or by its associated plant or equipment, shall emanate from the premises nor vibration be transmitted through the structure of the premises which gives rise to a nuisance.
21. Loudspeakers shall not be located in the entrance lobby or used outside the premises building.
22. All windows and external doors shall be kept closed at any time any regulated entertainment takes place, except for the immediate access and egress of persons.
23. Notices shall be prominently displayed at any area used for smoking requesting patrons to respect the needs local residents and use the area quietly.
24. A direct telephone number for the manager/ designated premises supervisor at the premises shall be available at all times when the premises is open. This telephone number is to be made available to residents and businesses in the area.
