• ANNEX 1 - MANDATORY CONDITIONS

   

  Mandatory conditions where licence authorises supply of alcohol

   

  (1)              No supply of alcohol may be made under the premises licence -

   

  (a)              at a time when there is no designated premises supervisor in                          respect of the premises licence, or 

   

  (b)              at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

   

  (2)              Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

• Police Conditions

   

  1              That the operating schedule for the premise, based on the risk assessment to ensure compliance to the four licensing objectives, provides CCTV equipment which conform to the provision of the Data Protection Act 1998 and it meets the requirements and expectation of the Licensing Authority and Police.

   

  2              The operator shall ensure that in order to secure the integrity of the licensing objectives namely the prevention of crime and disorder, public safety and the prevention of public nuisance; the operator maintains a link and actively supports the provision of the Northampton Pubwatch scheme, its policies and guidelines.

   

  3              The operator in order to secure the integrity of the licensing objective the prevention of crime & disorder shall ensure that bottles, glasses and other open containers are not taken from the premise unless the practise is specifically authorised by the premise license.

   

  4              To co-operate fully with any agency to ensure that the promotion of the four licensing objectives is actively supported by the use of crime prevention notices and similar.

   

  5              Sales promotions or discounting of alcoholic drinks can be instrumental to creating the circumstances whereby the promotion of the four licensing objectives is disregarded.  Therefore, the operators of premises that promote such practice have an added positive responsibility to monitor incidents relevant to the licensing objectives and introduce control measures as necessary to prevent offences of drunkenness and disorder being occasioned.

   

  6              To prevent incidents of crime and disorder an expectation prevails that the operators of premises and their staff will at all reasonable times co-operate fully with the Police and other enforcement agencies and take steps to ensure that members of their staff understand the importance of the responsibility they hold.

   

• Licensing Objectives

   

  Below are the additional steps that you have agreed to undertake to promote the four Licensing Objectives and which form a part of the operating schedule for these premises: -

   

  General - The premises and all performances shall be kept in a decent and orderly manner and drunkenness or other disorderly conduct shall not be permitted.  The operators and their staff will at all reasonable times co-operate fully with the police and other enforcement agencies and take steps to ensure that members of their staff understand the importance of the responsibililty they hold.

   

  Prevention of Crime and Disorder - Licences granted shall be clearly displayed in a prominent position withing the premises:  Emergency telephones shall be kept and maintained in a conspicuous place.  The licensee shall ensure that adequate measures are in place to prevent persons entering the premises with controlled rugs and carry out regular preventative checks.  Internal CCTV equipment shall be installed which conforms to the provision of the Data Protection Act 1998 and meets the requirements and expectation of the Licensing Authority and Police.  The operators shall maintain a link and actively support the provision of the Northampton Pubwatch scheme, its policies and guidelines.  No bottles, glasses and other open containers shall be taken from the premises unless the practice is specifically authorised by the premises licence.

   

  Public Safety - There shall be a facility for monitoring the number of persons admitted to the premises to ensure the maximum is not exceeded:  A certificate as to safety of the building shall be maintained:  A log book detailing inspections, incidents and nominated persons shall be kept.  Competent attendants over the age of 18 years shall be on duty during opening times.  All electrical installations shall be maintained so as to prevent danger and a certificate to that effect produced every 3 years.

   

  Prevention of Public Nuisance - The licensee must ensure that persons leaving the premises do so in a quiet manner.  The licensee shall ensure that the volume of noise from the premises shall be controlled so as not to give reasonable cause for annoyance and maintained at a suitable level.  Where sales promotions or discounting of alcoholic drinks is permitted, the operators shall have responsibility to monitor incidents relevant to the licensing objectives and introduce control measues as necessary to prevent offences of drunkenness and disorder.
