Operating Schedule Conditions
Licence for one Saturday and Sunday per year only.
Will have a qualified event experienced Safety Officer, Security Manager and Operations Team. Certified Stewards & SIA on site in the main festival site and surrounding areas before, during and after the event. Stewards for Customer Services will also be on site during the event public opening times.
SIA Security will be present on site before, during and after the event, reporting in to the Security Manager. 24 Hour SIA Security on site during build and break days. All SIA and Stewards will be instructed to: - Look out for any alcohol or drug related issues - Look out for any unusual or suspect behaviour, violence or thefts - General safety of the crowd in the main arena and surrounding areas as per Risk Assessments - Report any issues to the Security Manager, Licensee’s and Northamptonshire Police as required - Ensure no alcoholic drinks are brought in to or out of the arena - Policy on sensible drinking to be applied by all bar staff
A comprehensive Event Management Plan (EMP) including risk assessments will be circulated to the West Northants Council Safety Advisory Group members for consideration before the first event and not later than 60 days before any future events.
The main arena will be under the jurisdiction of the Security Manager & Safety Officer and they will work with all contractors and UK Live staff to oversee the safe construction of the site and associated areas. All suppliers to the event will be checked to ensure that they have the relevant Insurance, Method Statements and Health & Safety documentation, including up to date Risk Assessments.
The Security Manager/Safety Officer will be responsible for the safety of the public in the main arena during the event. No glass, alcohol or sharp objects are allowed in to or out of the arena. .
SIA and Stewards patrolling the main arena and other areas within the site before, during and after the event days to deter any possible issues.
Noise to be controlled as per previous years and best industry practice (see separate Noise Management Plan) and in consultation with a Noise Consultant.
All litter to be removed from The Big Park and the surrounding areas after the event.
The Bar(s) will be run by professional bar staff and they will ask for any photo ID as required, adopting Challenge 25 as standard - Full range of soft drinks to be provided & free tap water - Stewards/ Security will be looking out for child safety and welfare - Briefing to all Bar staff & Stewards/ Marshalls before the event on the importance of child welfare - Comprehensive Lost Child Policy will be detailed in the EMP.
Noise Control
The Licensee shall appoint a suitably qualified Acoustic Consultant whose duties will include:
(a) Liaison with the Licensing Authority, the Licensee, the Promoter of the Licensed Event, the sound system supplier(s) and the sound engineer(s) prior to, during and after each day of the Licensed Event;
(b) Advising on techniques to be used to reduce noise disturbance outside the Licensed Event and to reduce the risk of hearing damage to persons inside the Licensed Event;
(c) Informing the Licensee of any breaches in the prescribed limits and advising on the action necessary for compliance.
On-Site Noise
In order to minimise the environmental impact of the Licensed Event as well as the risk of hearing damage to members of the audience, the Licensee shall ensure that:
(a) The Equivalent Continuous Sound Pressure Level of the Licensed Event shall not exceed 107 dBLAeq in any part of any audience area, measured from the start of the first act until the end of the last act, on any of the Licensed Event's days.
(b) The control limits set at the mixer position shall be adequate to ensure that the Music Noise Level shall not at any noise sensitive premises exceed 65dB(A) over a fifteen minute period / the background noise level by 15dB(A) over a fifteen minute period] throughout the duration of the concert or event.
(c) The peak sound pressure level shall not exceed 140dB at any part of the Licensed Area, at any time.
(d) Monitoring at the points required to satisfy the foregoing conditions shall be carried out continuously and the results of that monitoring shall be made available to the appropriate Licensing Authority representative on demand.
(e) Agreement on the monitoring equipment, methodology and onsite locations must be reached between the Licensing Authority and the Licensee not later than 1 week before the Licensed Event, and the Licensing Authority's approval shall not be unreasonably withheld.
The Event Organiser shall effect full control over traders or other organisations on site where there is amplified music being played. At the request of the Responsible Authority for Environmental Health (Environmental Protection) the Event Organiser shall arrange for the volume to be reduced or the playing to cease, or if necessary the equipment to be confiscated.
Off-Site Noise
In order to minimise the environmental impact of the Licensed Event on residential and other noise-sensitive premises likely to be affected, the Licensee shall ensure that:
(a) The music noise level measured over a 15 minute period (LAeq,l5min) at the facade of any noise sensitive premises shall not exceed 65dB(A) throughout the duration of the event
(b) Authorised Officers working on behalf of the Responsible Authority for Environmental Health (Environmental Protection) may adjust the noise limits if necessary for the avoidance of public nuisance.
(c) The noise limits be confirmed with the Responsible Authority for Environmental Health (Environmental Protection) by e-mail prior to the festival each year.
All complaints about noise received by the site office / event organiser shall be logged, and shall be notified to the Responsible Authority for Environmental Health (Environmental Protection) within 7 days of an event.
The Licensee shall make residents residing within a 500 metre radius of the event space aware that the festival is taking place no later than one month prior to the event taking place by letter, and provide a 24 hour residents phone number for the duration of the event.
