General – all four licensing objectives
Throughout the Event Safety Management Plan and Risk Assessments, specific reference is made to meeting the four licensing
objectives. These objectives will take priority alongside the other important health and safety considerations outlined in the Event Safety Management Plan and Risk Assessments.
The outdoor event industry and the promoters of the events are committed to producing an event that has taken all necessary action to protect the Health, Safety and Welfare of all those taking part. The meeting of the four licensing objectives and those outlined in the Event Safety Management Plan and Risk Assessment will play a role in achieving that aim. Documentation will be submitted three
months before the event and review by SAG.
The prevention of crime and disorder
All activities within the Licensed Premises will be managed with a view to preventing crime and disorder by adopting the following policies.
Issues arising immediately outside the licensed premise will be managed by the security company (All in Black-2025) employed by the Promoter with the support of the local police if called to assist although unlikely. The security employ people from the region but also have a solid understanding on characters that may be
of any risk to our audience.
Measures will be taken to minimise the impact of crime on the event and the Promoter and team welcome any advice from the local policing team in support of our strategy.
All drinks will be served in cans, plastic bottles or receptacles.
There will be no glass on site. Measures will be in place also at the exit gate to prevent open plastic bottles or other drinks containers larger than 500ml, being carried beyond the licensed premises.
The use of appropriate numbers of stewards/security at access/egress points and
other appropriate locations.
The prevention of crime and disorder
The Public Entrance for Pedestrians through the entrance queuing lanes will serve to keep all pedestrians off the entrance road and at the same time educate the audience that is the safe route into site.
We have four bars plus a VIP Bar available on site run by a trusted company (Field Vision - 2025) – the bars will be strictly monitored. We do not expect this will lead to excessive drinking due to the short operating hours of the event also.
Search procedures will be conducted as appropriate at the point of entry to the site as deemed necessary.
SIA Security staff will be deployed at a ratio of 1:150 customers – plus stewards.
Lighting of the event area will be done with Tower lights, festoon or directed spotlights as well as lighting from various stages and other facilities.
Security will be deployed into the Arena and Food area after the majority of the audience arrive through the entrance gates.
Traffic Management marshals (Event People - 2025) will be briefed on arrival by area managers to make their roles and responsibilities clear. They will direct
customers to the public pedestrian entrance.
When on foot, security will act as coordinated security patrols to monitor the movements and activities of the audience.
Public safety
The production of the Event Safety Management Plan is in itself a commitment to
public safety. This plan will be sent to the council in April 2025.
The risk assessments will take account of foreseeable hazards and risks and reasonable control measures where required will be
implemented. Included within the documentation will be regard to the following
key objectives under the Licensing Act 2003.
Access for emergency vehicles will be maintained around the licensed premise with
the use of the internal tarmac roadway. Any track pad pedestrian routes from grass
fields to solid internal roads will be monitored to keep clear from obstruction, infrastructure roads will be monitored.
First aid provision will be on site and in accordance with The Event Safety Guide
provided by PF Ambulance.
Although a low-risk event any drug seizures will be managed by the security company in the first instance and then handed over to the police later in line with an agreed policy, (TBC agreed).
Safe capacities have been considered on this Event during the planning phase and excessive space is available for the audience numbers we have coming of a maximum of 9,999 people.
Ticket sales/admission will not exceed safe capacity.
SIA security staff will be positioned on the toilet blocks of the event.
Exit widths have calculated well within and in accordance with the capacity and in
consultation with the relevant emergency services.
The prevention of public nuisance
It is accepted that events have an impact upon the locality and all reasonable measures will be taken to ensure that any negative impact the
event may have, have been minimised as far as reasonably practicable.
In addition to these measures further consideration will be given to the following
items in order to meet the licensing objectives. The nature of the activities being offered. The suitability of the venue has been assessed and the site designed in order to minimise the negative impact upon the local area. The location of the final site positions has been agreed by the planning team.
The character of the surrounding area in relation to the proximity to residential and other noise sensitive premises. Noise monitoring will be carried out in accordance with the sound levels set in consultation with the Local Authority.
Measures to manage the queuing outside the Event will be put into place where necessary but using the pedestrian entrance at the end of the entrance drive indicated on the Site Plans at APP A2.
Measures to deal with dispersal of customers from the premise as necessary, including the employment of stewards/security and notices at exits requesting customers to respect neighbours will be in place.
The music entertainment will stop at 22:30hrs, the bars will close at 22:45hrs, and the food traders will cease trading at 22:45hrs to assist with a phased dispersal.
Clearance and disposal of waste to be undertaken as soon as reasonably practicable and not more than 48 hours after the event closes.
The protection of children from harm
The Promoters recognise the importance of protecting children and vulnerable persons from harm and considerations have been taken with appropriate measures in order to protect children and vulnerable persons during the
events.
Protecting children from harm and safeguarding young people will be a priority of
the Event Team.
The suitability of each event day for under-18s is subject to ongoing review by the event promoter. While the majority of events - such as Summertime Live - are intended for audiences aged 18 and over. Some events may be deemed suitable for under the age of 18, when accompanied by an adult.
All age restrictions will be clearly communicated across all promotional
materials, and stewards and security personnel at access points will be fully briefed on the specific policies in place for each event.
Lost children/person facilities policy will be included within our documentation, when
submitted to the SAG.
The Security team will initially be responsible for the identification of any vulnerable persons outside the site although all staff including bar staff will be briefed on the need to be vigilant in relation to any Safeguarding issue of any
member of the audience.

These plans conprehensively cover how the Promoter, Event Team and Manager will discharge their responsibilities under the premioses licence when granted.
The formal documentation will be available to the public and therefore any provision relating to a matter which, if in the public domain would negate their effect will be contained in one of the separate appendix documents.
The separate appendix documents will not be published with the exception of the Site Plan. The documentation must be revised prior to any event each year, with effect after the first event.
A draft version of that document will be circulated to the responsible authorities (West Northampton Council and SAG), not later than 60 days before any future events after the initial application.
The maximum capacity for events covered by this licence is 9,999 persons.
