• ANNEX 1 - MANDATORY CONDITIONS

   

  Mandatory conditions where licence authorises supply of alcohol

   

  (1)              No supply of alcohol may be made under the premises licence -

   

  (a)              at a time when there is no designated premises supervisor in                          respect of the premises licence, or 

   

  (b)              at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

   

  (2)              Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

• Licensing Objectives

   

  Below are the additional steps that you have agreed to undertake to promote the four Licensing Objectives and which form a part of the operating schedule for these premises: -

   

  General - The DPS will take full responsibility of ensuring all staff are trained and have full knowledge of all licensing issues concerning them under the 2003 Licensing Act 2003 including the challenge 21 scheme.

  The Prevention of Crime & Disorder - Will install a CCTV digital recording systems with a minimum of 30 days recording capability.  The CCTV will follow the DCMS guidelines for camera systems in licensed premises & will be in accordance with Police recommendations.  All members of staff shall be trained to deal with suspicious customers efficiently.  All CCTV recordings shall be available to local police immediately upon request.  Alcoholic drinks shall not be consumed on the premises & strict enforcements shall be in place to ensure this is always adhered to.  Steel shutters are also to be fitted to ensure the premises is secure whilst closed.

  Public Safety - The DPS will be responsible for conducting a fire risk assessment & also a health & safety risk assessment for the licensed premises.  All notices in relation to public health & safety will be displayed at the premises.  The DPS will also ensure the premises will be operated in line with the health & safety act & any environmental health issues will be the responsibility of both the licence holder for the premises & the DPS.

  The Prevention of Public Nuisance - The DPS will monitor the external premises area in relation to any anti-social behaviour or public nuisance.  The premises will only accept trade deliveries or rubbish collections during normal working hours.  The DPS will also monitor the exterior of the premises to ensure litter is kept to a minimum.  In the event of any anti-social behaviour both inside & outside of the premises, the DPS will make any video recordings available to the local police immediately.

  The Protection of Children from Harm - The DPS will be responsible for ensuring all staff working within the premises will be fully trained & aware of the challenge 21 rule.  The store will only accept valid forms of identification such as photo driving licence; passport & home office approved ID cards displaying the national proof of age standard scheme (PASS hologram).  All customers who look under the age of 21 shall be challenged to prove their identity when purchasing alcohol & solvents.  Identification will also be required for the purchase of cigarettes, tobacco products, liquor chocolates, party poppers, novelty matches, butane gas lighter refills & video/computer games if on sale.  The premises will also have refusals register & all refusals by any member of staff shall be recorded.  Both the applicant & the DPS is aware that there is a school nearby & the chances of underage persons attempting to purchase alcohol are high.  They will remain vigilant towards this matter & strict policies will be in force to ensure that no under age children from the surrounding schools are served alcohol.  they shall stick to the Challenge 21 rule & all refusals SHALL be recorded on the refusals register.
